Ok, the House voted because the leadership “whip” process pulled out “all the stops” to get the votes. I am convinced that the leadership actually knows that the Senate will never pass the measure, hence all those who voted for the bill will have the cover with their constituents who want the bill, whole the rest of the Democrats who were at risk in their districts were given a pass.
